What are you trying to achieve? There could be another way. Do you have a Hik DVR or NVR or is this a standalone camera?

Does the SD card work at all in a PC? A lot of fake Sandisk cards on the market.

The RTSP streams definitely work with the cameras on the "NVR" network, you just change the trailing number to that of the required camera (channel) and stream (main/sub). I'd focus on getting access to the RTSP streams via VLC with the cameras remaining on the NVR (.254.x) network before...
